Christmas/New Year's Landfill Site Schedule 2017-18

All landfill sites will close at 12:00 PM on Saturday, Dec. 23 and reopen on Wednesday, Dec. 27 at 8 AM.

Standing Offers Subregions 2 & 4

Norpen has Standing Offers in place for snow clearing and/or supply and spreading of sand and/or salt for Subregion 2 landfill site (Roddickton) and Subregion 4 landfill site (Hawke's Bay). Interested parties can contact Norpen Office at 454-3110 or e-mail calvinnprsb@nf.aibn.com for Standing Offer forms.


Winter is right around the corner and with that comes snow!  It is understood that waste bins will have to be moved back to allow for snow clearing within communities.  However, please keep in mind that waste collection is curbside.  NorPen’s mandate is to provide a fast and efficient waste collection service and that is only possible with the cooperation of all residents. We are asking for your cooperation in ensuring that your waste is at the curb by 8:00 a.m. on collection day.

Programs Info/Reminder


Just want to remind/inform residents of programs Norpen has in place for recycling and disposal of waste. The Objective is to reduce the amount of waste that ends up in our landfills. Please visit Norpen website for complete information on these programs. Just go to Residents and select the program you would wish to view. All of these program, with the exception of a $10 cost for a backyard compost bin, are free to all residents.


Electronic Waste Depots are located at the landfills in St. Anthony, Hawke's Bay and St. Barbe. Residents can drop all electronics, (televisions, stereos, cell phones, dvd players, satellite receivers. etc.) off at these depots for recycling. 


HHW such as motor oil, spent gasoline, household cleaners, chemicals. etc. can be dropped off at the HHW Depot at the St. Anthony landfill for disposal. Residents in Subregions 2, 3, & 4 can drop HHW waste off at their respective landfills from April to November for transport to the depot in St. Anthony.


Discarded paint can be dropped at all landfill sites for recycling. 

Paint exchange programs are in place at St. Anthony and Hawke's Bay landfill sites. If you have good paint that you don't need just drop it off. If you need paint for any reason just drop by and see what we have. There is no charge!!


We take all metals (cars, refrigerators, stoves, etc.) at all 4 landfill sites. Just drop it off at no charge.


Norpen encourages backyard and curbside composting. Bins for backyard composting are available at the St. Anthony landfill for $10.

Curbside composting is available in Subregion 4. Residents are encouraged to participate by registering, and picking up a bin and information, at the landfill site in Hawke's Bay.

Kindergarten Students Learn How to "REUSE"

Norpen Waste Operations Coordinator visited Kindergarten students at White Hills Academy to explore the importance of "REUSE." Students were given reusable shopping bags and discussion was had around the importance and benefits of using this type of bag as opposed to using disposable plastic bags. Students also used their creative and decision making skills to design and construct ugly sticks from discarded items and material. 




Norpen will be drawing for roll-out garbage bins beginning on July 28, 2017.

Draws will take place for 1 bin per Subregion every two weeks on the folowing dates: July 28; Aug 11, Aug. 25; Sept.8 and Sept. 22.

All draws will take place at the Norpen office in St. Anthony.


To qualify:


Must be a paying resident or a spouse/partner of a paying resident in one of the four subregions serviced by Norpen Waste Management.


Must have entered e-mail address on Norpen's website page (names will be selected from this list for the draw). Please note: after e-mail address is entered on the webpage you must go back to your personal e-mail to confirm by selecting the subregion in which you live.

Bulk Waste Collection Delay for Subregion 4

The bulk collection for  Subregion 4 will continue on Saturday, June 17. Please note that to have bulk waste collected it must have been placed to the curb no later then the second scheduled collection day for regular waste. Norpen wishes to thank residents for your patience and understanding and apologizes for the inconvenience.

Waste Collection Policy Reminder


Northern Peninsula Regional Service Board (NorPen) would like to thank residents for their cooperation regarding waste collection.


NorPen’s policy on waste collection is curbside (maximum of 10 ft. from edge of pavement).


Employee and public safety must be top priority while providing this service.  Therefore, we are asking residents to respect and support this policy to ensure the health and safety of all involved.

Please note that the focus is the placement of waste to the curb and not placement of bins.  This can be done by using stationary bins, waste covered by a blanket, roll out bins etc. Waste has to be within 10ft of the edge of the pavement by 8:00 a.m. on collection day.

Compost Collection Time Change- Subregion 4

Collection of compost material in Subregion 4 will now take place in the morning before start of regular garbage collection.


Residents from Subregion 1 (St. Anthony - Lanse Aux Meadows), Subregion 2 (Main Brook - Englee), & Subregion 3 (Eddies Cove East - Castors River South) can now get daily updates regarding changes to regular Waste Collection Schedule. Just call 709-454-3336 and select the option appropriate for your region. Residents of Subregion 4 can still get updates by visiting Norpen Website @ www.norpenservices.ca. or visit Norpen Facebook Page at Norpen Waste.

Disposal of Ashes

Please note that due to weight, and safety issues around bags breaking open and the possibilty of hot ashes causing a fire in waste collection trucks, we are asking residents to not place ashes to the curb for pick up by our collectors. Ashes can be disposed of at the landfill site with assistance from the landfill attendant. Sorry for the inconvenience.

Curbside Compost Changes- Subregion 4

For all those participating in the Curbside Compost Pilot in Subregion 4 (Eddies Cove West to River of Ponds), please note that compost is being picked up starting at 8:00 AM prior to the collection of regular household garbage. Therefore, it is very important that compost bins are put to the curb by 8:00. 

Also, compost bins are to be placed next to garbage boxes and not inside as we initially suggested. The collector will place bins inside of the garbage box when bins are emptied.

Electronics Recycling Now Available for Residents of Subregion 3 (Eddies Cove East - Castor River S

Residents of Subregion 3 (Eddies Cove East - Castor River South) can now recycle electronic waste. Norpen has set up an Electronics Waste Depot at the St.Barbe Landfill Site where residents can drop off electronic waste (old televisions, computers, telephones, cellular devices, etc.). New Card System

Welcome to our new NorPen Card System for use at our 4 landfill sites for the delivery of commercial/business Sector.  For your convenience, Cards and Business Set Up Forms will be available at the site when you arrive.  Landfill Attendants will provide assistance on how to use the card upon your first visit to site.  

Effective August 1, 2016, the ID number(s) on the card will be assigned to your business/company.  When delivering waste to the landfill site, the delivery person will need to show or give their ID number.   If your company has multiple delivery people, they each will need an ID Card. These cards will be attached to your company for all future waste drop-off’s.  Your first card is free of charge; however, there will be a $5.00 charge for replacements so please don’t misplace or damage your card(s).

There will be no need for your employee to sign and names will not be recorded on the invoices.  Each drop-off will automatically generate a waybill which will be sent to the email address provided by your company with the amount of waste and the Business ID Number.  The first emailed waybill may go into your junk/spam mail as it will come from an automated system that your email account will not recognize.  Once you approve the email as not being junk/spam any further waybills will go directly to your inbox. Companies will need to protect their Business ID Number to prevent anyone else from using it.

Keep it safe and keep it private to protect your business from charges that may not be yours.  A BUSINESS SET UP FORM can be found at the bottom of this page.

Recycle all electronic waste!!!!

The Electronic Recycling Association has launched an extended producer responsibly Electronic Product Recycling program. This means that residents of Newfoundland and Labrador can now recycle their "End of life" electronics and help divert potentially hazardous materials from entering the landfills.  Where: Subregion 1 Landfill Site, St. Anthony, Monday – Saturday 8 A.M – 5 P.M.; Subregion 3 Landfill; Site, St. Barbe, Tuesday – Saturday 8 A.M – 5 P.M. & Subregion 4 Landfill Site, Hawkes Bay,Tuesday – Saturday 8 A.M – 5 P.M.  Items that can be recycled:  desktop computers, keyboards, mice, cables, laptops, netbooks, notebooks, tablets, keyboards, trackballs, copy, scan, print and fax machines, televisions, monitors, headphones, cd players tape/radio players digital and video cameras, cellular devices etc. For a complete list of electronic products accepted through the program visit www.recyclemyelectronics.ca or call toll free: 1-888-503-3201.

Waste Audit Data

Waste audit data for May 25 - 29/15  per community: Subregion 1, St. Anthony - Lanse Aux Meadows  having 19 communities had a total of 4132 bags of waste collected.  Subregion 2, Main Brook - Englee having 8 communities had a total of 2871 bags of waste collected.  Subregion 3, Eddie's Cove East - Castor River South having 25 communities had a total of 3538 bags of waste collected. Subregion 4, Eddie's Cove East - River of Ponds having 5 communities had a total of 2598 bags of waste collected.  Total bags of waste collected in 5 days were 13,139.  We need to take care of our environment for future generations.  To do that we shoud be REDUCING, REUSING, and RECYCLING

Keeping Roads Clear and Safe

Service NL has increased its monitoring of vehicles transporting cargo on major roadways for this summer to promote cleaner and safer roads for motorists.  Highway enforcement officials will engage in more vehicle checks, maintain a greater presence at major landfill facilities, and will increase collaboration with law enforcement agencies to ensure drivers know how to properly secure a load for transport, and to ensure offences are addressed.  Service NL reminds the public that when taking waste to a landfill:  ** Large objects such as washers, dryers, and furniture must be properly secured with straps or ropes capable of restraining the weight of the object.  **Other loads of smaller debris must be covered with a tarp or netted material to prevent items from blowing around or falling from the load. Should any motorist observe poorly secured cargo on provincial roadways, they are encouraged to call Crimestoppers at 1-800-222 -TIPS (8477)

Household Hazardous Waste

With the financial assistance from MMSB, NorPen opened a household hazardous waste depot on June 29, 2009.  The depot which is located at the landfill site in Subregion 1, will be a temporary storage facility for hazardous waste until it can be properly disposed of.  This depot is a safe, environmentally friendly and convenient way for residents to properly dispose of household hazardous waste.

Composting Reduces Waste

We all know that compost soil is great for our gardens, but there are also many environmental benefits to backyard composting. It reduces the amount of waste sent to the landfill, greenhouse gas emissions, pollution and the need for chemical fertilizers and pesticides.

Partnering with MMSB provided an opportunity to purchase compost bins for just $21 + tax. Normally backyard compost bins retail between $50 and $70. Also, educational training is provided by NorPen, free of charge. Our goal is to make composting as easy as possible to ensure that those who purchase the bins become committed users who actively divert 30% of their waste.
